    THE LIE:

    The Obama Administration deserves four more years, [IRS.GOV].


    Since the title of my article could potentially be offensive to about 1/2 of the voters in the United States of America I would like to say from the beginning that I Robert Colaco individually or as the Founder and Volunteer National Chairman of Citizens For A Better America(R) (CFABA.ORG) have not endorsed President Obama's main rival Governor Mitt Romney. Nor, is (CFABA.ORG) going to endorse the former Governor of Massachusetts.

    I am deeply saddened that I have to share what I am writing in this article because of several experiences that I had attempting to do business with the Internal Revenue Service within the Obama Administration. What should have been a fairly simple matter.

    Some people have told me that I should not be frustrated or upset when government agencies in a sound bite, behave badly. I have been told that when government agencies are incompetent whether they are at the town level, city, county, state or at the federal level that I as an American should basically just get over it.

    I, Robert Colaco (1), flatly reject the concept of "that is the way it is or I should just get over it." You might be asking the question why is it that I reject such a concept?

    Some of the greatest influencing factors are the fact that I was born in Baghdad, Iraq and my childhood growing up in the two countries of Iraq and Iran. Traveling between those two countries that did not have the greatest of national relationships. Living in the very unstable country of Iraq, with several military overthrows of the government. To read a great deal more about my family background and what shaped my expectation of great government, please read my biography which deals with a great deal of my family background (1).

    As I begin my remarks about the title of this article I would like to say that it is not my intent to be rude or unkind or to show any disrespect to the Obama Administration or to the Office of the President.

    Now, to this story of why the Obama Administration does not deserve four more years as far as its administration of the Internal Revenue Service also known as IRS with the website of [IRS.GOV].

    As you the reader of this article may or may not know that with the passage of ObamaCare in the year 2009 when the President's political party controlled all three branches of our elected Federal government. What I mean by that is that the President's political party controlled the United States House of Representatives which is also known as the U.S. Congress. The President's political party also controlled the United States Senate.

    I make this point because the President continues to blame the George W Bush Administration for seemingly everything from A to Z. Just for the record (CFABA.ORG) did take a position about how Americans ought to vote in the year 2004. We created a web site to oppose the election of John Kerry for President (2).

    It is my overwhelming belief that my dealings with the Internal Revenue Service should have been an incredibly simple, without any problems whatsoever.

    Any entity that is not an individual wishing to transact any kind of business must obtain what is called A Taxpayer Identification Number (TIN) also known as a TIN. Put another way A Taxpayer Identification Number (TIN) is that entity's social security number.

    On October 15, 1992 when I began Citizens For A Better America(R) (CFABA.ORG) the procedure for obtaining one of these (TIN) was to either call or to write the Internal Revenue Service. Basically, the Internet did not exist. We contacted the Internal Revenue Service and they sent us by snail mail a document that had our (TIN) on it.

    Somewhere along the way, probably in our attempts to open one of the many bank accounts that had free business checking we misplaced that document. We discovered that we no longer had that document when we were attempting to open new bank accounts with free business checking.

    The first phone call that we made to the Internal Revenue Service we were informed on their outgoing message that they are going to record the conversation. I have a very strict policy of recording phone conversations whenever I am being recorded or potentially being recorded. This was certainly the case in all of my phone calls to the Internal Revenue Service. In fact the footnotes at the end of each evidence of my call log is the recording from the very beginning to the very end of the call. Readers of this article can click on each of the footnotes that have my recorded calls.

    A gentleman IRS employee came on the line, at which time I informed him about my policy of recording conversations, he did not have a problem with that. However, he informed me that my request was very simple, he told me what form / document that I needed but also told me that their computers were not operational and that I would have to call back another time to get my business handled. To provide some more evidence, I am including notes from my call log, they are as follows:

    [2012-05-21 11:29:29] Call to GOV-IRS Business & Specialty Tax Line 1-800-829-4933, duration 07:50.

    I began the call at 11:29:29 on 2012-05-21 or May 21st 2012. The call lasted for 7 minutes and 50 seconds.

    I spoke to Mr. xxxxxxx and his employee ID number was xxxx. He told me that I needed a 147C letter. I have replaced his name and employee ID number to protect his identity so that he would not potentially get into trouble just in case what I thought to be great the government thinks otherwise.

    After getting off this first phone call I thought to myself, wow this agenda on my to do list may be able to get done a great deal easier and with a lot less pain that I had imagined. In fact I thought that Mr. xxxxxxx and his employee ID number xxxx was very knowledgeable, courteous and kind.

    I was extremely concerned because I have had challenges as a taxpayer as well as being a professional with the business of doing bookkeeping for small businesses, having to deal with the Internal Revenue Service on behalf of our clients. To use another phrase you would never see me as a "fan" on [facebook.com] of the Internal Revenue Service.

    My second phone call represented an extreme challenge in communication. What I mean by that is I could not understand Mr. Rico and apparently he could not understand me. To provide some more evidence I have included the entire recording, see footnote (3) for the link to the recording in mp3 format.

    I spoke to Mr. Rico and his employee ID number was 705693. He transferred me at 12:45 2012-05-24 at which time off I disconnected the call. I made this as well as all phone calls from the (CFABA.ORG) phone line of (818)574-8911.

    At My third phone call was a challenge. To provide some more evidence I have included the entire recording, see footnote (4) for the link to the recording in mp3 format.

    I spoke to Miss Boykin and her employee ID number was 0790278. She came on the line 1309 HRS upon informing her about my policy about recording she put me on hold at 1314 HRS so that she can check written regulations about taxpayers recording conversations.

    So at approximately the 23 minute mark on the recording Miss Boykin first came on the line. We talked for about 5 minutes at which time she put me on hold.

    She came back on the phone line to let me know that she could not allow for me to record the phone conversation even though the Internal Revenue Service was recording the conversation. Although the conversation was cordial it definitely represented a government that I am wholeheartedly against.

    I then went on to make calls to the:

    The call at [2012-05-24 13:52:06] (6) I left a detailed telephone message for the public information office to return my phone call which they have never done.

    I would encourage you to listen to both recordings by looking at footnotes (5) and (6) and then clicking on the web site links for each one at the bottom of this commentary. The phone call (5) the department of the treasury outgoing message said that they were open until 7:00 PM eastern time. I called right before 5:00 PM eastern time.

    Yes that is correct, the department of the treasury under the Obama administration does keep its word about when the largest Federal government department that the general public, that is you and I, has to deal with does not care about showing integrity and many other bad business practices.

    Since I had not heard from anyone at the department of the treasury I decided to make one last phone call on June 14, 2012. I began to call at 1300 hours or 1:00 PM Pacific time. I waited on hold for 34 minutes until a Mr. Richard with an employee ID number of 0247725 came on the line. Just as I was explaining my policy about recordings he hung up the phone and disconnected the call (7). Just listen to last two minutes starting at minute mark 34.

    I strongly believe in the concept if an organization is recording your conversation with them then you ought to be allowed to record the conversation as well.

    I did not have a choice of being able to obtain the proof that we had the TIN that we did from some source other than the Internal Revenue Service. The point that I am try to make is that either the Internal Revenue Service discontinues the practice of recording conversations or they must allow the very few citizens that would like to record the conversation to do so.

    While this same exact policy and procedure is being practiced by one of the largest banks in America, Bank of America [BankofAmerica.com], I as a consumer have the option of not doing business with Bank of America as I have done. I do not have that option as far as the Internal Revenue Service is concerned.
